    Who composes the First Instance Division tribunals?

    Each tribunal within the First Instance Division is composed of a chair and two competent members specialising in law and real property. Generally, the chair must be a judge, although the Chairman of the Judicial Council may appoint an experienced legal practitioner to this role.
