    A Master Developer or Sub-developer is prohibited from commencing a project or selling units off-plan until they take possession of the land. They must also have actual control over the site and obtain all necessary approvals from the Competent Entities in the Emirate. Additionally, the DLD must create an entry on the registry folio of the land to officially denote that it is currently being developed. These steps ensure that the project is legitimate and legally authorised.
