The full explanation

Developer-owned Areas are spaces specified on a Master Plan or Site Plan that are owned by the Developer for private use. These are separate from Common Facilities and Common Parts. The Developer designates these areas for commercial, private, or investment purposes. However, their use is strictly subject to the provisions of the Master Community Declaration and must not infringe upon the rights of property owners. The DLD and Competent Authority must approve these areas during the initial approval of the Master Plan or Site Plan.
