Once a project is completed and a completion certificate is issued, a developer is generally prohibited from refusing to hand over a unit if the purchaser has fulfilled all contractual obligations related to that specific unit. The developer must also register all allocated facilities, such as car parks, in the name of the purchaser upon handover.
