Who is responsible for the costs if a developer refuses to file plans?

A developer must file all Plans and Building Management Regulations with the DLD within sixty days of project completion. If they fail to meet this deadline, the DLD may appoint another entity to file and maintain these documents. Crucially, the developer is held liable for all the expenses and costs incurred during this process. This ensures that the government can maintain a complete Jointly Owned Real Property Register even if the developer is uncooperative.
