    What actions are management entities forbidden from taking against non-payers?

    Article (29) strictly forbids developers or management entities from preventing an owner from taking possession or using their unit to force payment. They are also prohibited from blocking access to Common Parts or Common Facilities. Any such action taken with the intent of forcing the payment of Service Charges or Utility Services is a violation of the law. This protects the fundamental property rights of the owner while requiring the entity to use legal channels for debt collection.
