    Must all members be present for a tribunal�s decision to be valid?

    For a tribunal meeting to be legally valid, it must be attended by all its members. This requirement applies to both the First Instance and Appellate Divisions. Once the hearing is complete, the decisions and judgments are issued in the name of the Ruler. Rulings can be reached either unanimously or by a majority vote among the members. This quorum ensures that every case benefits from the full collective expertise of the panel, maintaining the integrity and authority of the RDSC's judicial output.
