Can the chairman admit an appeal without a financial deposit?

Generally, a judgment debtor must deposit half of the judgment amount to have their appeal admitted by the RDSC. This serves as security for the creditor during the proceedings. However, the law provides for judicial discretion. The Chairman of the RDSC has the authority to admit an appeal without the deposit of that amount or upon payment of only a part thereof. This allows for flexibility in cases where a mandatory deposit might prevent a party from seeking justice and equity.
