Can a management entity prevent an owner from using their unit?

A developer or Management Entity is strictly prohibited from taking any action to prevent an owner from taking possession or using their unit. This includes blocking access to Common Parts or Common Facilities. Such actions are illegal even if the entity's intent is to force the owner to pay Service Charges or utility fees. All disputes regarding unpaid charges must instead be resolved through the legal procedures and notices established by the RDSC and RERA.
