How the Escrow Fortress Works
When you buy an off plan property, you are not paying the developer directly. You are paying into an Escrow account managed by the government through the Dubai Land Department (DLD) and a UAE bank. Before a developer can even market a project, they must deposit 30% to 40% of the project value into this account.
This ensures the developer has enough "skin in the game" to actually deliver the project. If a developer tries to take your money and run, they can't: they already paid 40 million AED into the account just to start.
The Watchdogs: Municipality Inspections
The government uses the municipality as its watchdogs. Every three months, inspectors visit the site to take photos and verify progress. Only after the municipality issues a certificate of completion for a specific stage does the DLD release a small percentage of the funds to the developer to pay their contractors.

Your Money is a Liability for the Developer
In this system, your payments are not income for the developer: they are liabilities until the project is handed over. The developer only makes their real profit once they deliver the building and receive the final completion certificate. I refuse to endorse developers who ask for funds to be transferred into a corporate account directly. That is not the protocol, and as your consultant, it is my job to ensure you never take that risk.
