    Must a tribunal reach a unanimous decision to issue a judgment?

    For a tribunal meeting to be legally valid, it must be attended by all its members. However, a unanimous agreement is not strictly required for a ruling to be rendered. Decisions and judgments may be issued unanimously or by a majority vote among the members. Regardless of the voting split, all rulings are issued in the name of the Ruler. This process ensures a balance between thorough collective review and the need for expeditious determination of rental claims within the Emirate.
