    Yes registration is mandatory. When you buy off plan the developer must register the sale with the Dubai Land Department which issues the Oqood certificate. This is the interim title deed. Once the property is completed and handed over this is converted into a full Title Deed. This mandatory registration prevents double selling of units and ensures your legal ownership is recorded in the government database from day one of the transaction.
