Can purchasers sell or mortgage units registered in the interim register?

Real property units that are sold off-plan and correctly registered on the Interim Real Property Register can be legally disposed of by the purchaser. This includes the right to sell or mortgage the unit even while construction is ongoing. By allowing these units to be part of legal dispositions, the law provides investors with liquidity and the ability to use their off-plan assets as collateral for financing. All such secondary transactions must also be recorded with the DLD to maintain the register's accuracy.
