Can an owner refuse to pay approved service charges?

Under Law No. (6) of 2019, an owner or sub-developer is strictly forbidden from refraining from paying Service Charges or Usage Charges once they have been approved by RERA. Furthermore, an owner cannot attempt to waive their interest in the Common Parts of the property as a means to avoid their financial obligations. The law views these charges as a binding debt that is essential for the sustainability of the community and the safety of all residents living within the jointly owned property.
