    Can a Landlord increase Rent if the current amount is significantly below market?

    Decree No. (43) of 2013 allows for tiered Rent increases based on how far the current Rent is below the market average. If the Rent is up to 10% less than the average, no increase is allowed. If it is 11% to 20% less, a 5% increase is permitted. For Rents 21% to 30% less, the increase is 10%, and it goes up to 20% if the Rent is more than 40% below the average. This tiered approach ensures Rent remains fair and grounded in market data.
