Can a developer designate private areas on a master plan?

Article (8) allows a Developer to designate certain areas for private, commercial, or investment use on the Master Plan. However, this designation is subject to the approval of the DLD and the competent authority. Furthermore, Article (8) stipulates that the use of these Developer-owned Areas must not infringe upon the rights of other owners or violate the Master Community Declaration. This balances the developer's commercial interests with the established rights of the community residents.
