    Are developers allowed to charge fees for off-plan resales?

    Article (7) of Law No. (13) of 2008 strictly prohibits developers from charging fees for the sale, resale, or any other legal disposition of off-plan units. The only exception is for administrative expenses charged to third parties, but these must be approved by the DLD. This regulation prevents developers from imposing arbitrary financial barriers on investors who wish to trade their property interests, ensuring that the secondary market for off-plan units remains efficient and fair.
